Carlton Smith, an HIV survivor, is a gay rights advocate in Baltimore, Maryland who spends much of his time developing a tight-knit community of friends and organizers. One of those local friends is Carlton's caregiver, and based on Maryland law, that person can make life decisions for Carlton - the program is called Caregiver Advise, Record, Enable (CARE) Act.
